Building a Future of Kindness: The Story of Kupat Rabbi Yehuda Bar Ilai

The Morning that Changed a City
It all began on an ordinary morning at the ancient synagogue in the Old City of Safed. Rabbi Moshe Tuvia Bernstein arrived for the morning prayers, only to find a scene of distress: a young boy, a student at the nearby Talmud Torah, had collapsed. When the Rabbi asked the synagogue warden what had happened, the answer shook him to his core: "This child comes here every morning to look for leftovers from the dawn service refreshments, because there is simply no bread in his home."

In that moment, in the heart of the Old City, a solemn vow was born: "No child in Safed shall go hungry again."

What began as a local initiative to silence the cries of hunger grew into Kupat Rabbi Yehuda Bar Ilai—a massive enterprise of kindness. Today, the fund supports over 1,000 children across Safed and the Upper Galilee, providing them with weekly credits for essential staples: bread, milk, fish, and poultry, ensuring they can grow and thrive with dignity and health.

A Vision of Rehabilitation: Teaching How to Fish
Rabbi Bernstein, a man of action, quickly realized that food assistance is a first-aid measure, but the true solution lies in financial stability. Thus, the fund developed a unique and unprecedented model: Life-Changing Mentorship.

The fund employs three certified family financial coaches who walk hand-in-hand with families. This mentorship includes:

  1. Employment Support: Technical assistance in finding jobs tailored to the parents' skills.

  2. Emotional Scaffolding: Psychological support to treat the barriers and traumas that often prevent individuals from maintaining steady employment.

  3. Financial Management: Guidance in building a balanced budget to lead the family out of the cycle of poverty forever.


Our "Catch": Charity with Dignity
Unlike traditional methods, Rabbi Bernstein engraved a core principle upon our banner: Family Dignity Above All. With us, you will not find humiliating lines of people waiting for hours in the scorching sun for a bag of potatoes.

We believe that a person in need—often due to a one-time crisis—should never lose their self-respect. Therefore, all of our support is distributed through discreet and respectful methods: via pre-paid credit cards for selected stores or direct bank transfers. Neighbors don’t know, children aren't shamed, and their dignity remains intact.


The "Tomchin" Project: Embracing the Scholars of Torah

In 2024, recognizing the immense value of Torah study and the dedication of Kollel scholars, and with the blessing of the city’s rabbis, the "Tomchin" project was established. This project provides a safety net for those who dedicate their lives to Torah during times of family celebration.

Whether it is the birth of a child, a Bar Mitzvah, or the wedding of a child—the fund provides a dignified financial grant, allowing the scholar to celebrate their joy with peace of mind, knowing the community stands behind them.
